A few quick thoughts on the 2007 IMAGI TMNT film:

Good character stuff, particularly with Raphael and Leonardo. Even Donatello has a few interesting moments. Not so crazy about how Michelangelo was treated. Even April and Casey have interesting stuff to do. Animation is good (especially in this particular scene, which is particularly excellent) and the action is fun to watch. The voice work is very well done. The plot itself, though, is not so great.
